Overview
On Tuesday September 11th 2012, between the hours of 13.00 and 16.00, a limited number of users reported faults relating to the inability to make outbound off-net calls at the first attempt. In some instances users were unable to make these calls despite repeated attempts.

Problem
A traffic spike occurred on this day meaning some users were not able to make calls at the first or subsequent attempts intermittently during the window stated above. At first it was thought that this may have been caused by a Mass Calling event. Subsequent investigation has discovered that the spike was due to a larger than forecasted growth in end users on the BT IPVS Platform.

This was an isolated incident affecting a small number of users, not an outage, so no outage notification was generated.

Solution

When this incident occurred, engineering automatically fast tracked additional capacity through to alleviate this bottleneck. Going forward the BT IPVS development team are looking at ways of preventing large spikes of un-forecasted users being activated without prior notification to BTW.
